Monroe Twp. Roller Hockey League Rules

The Monroe Twp. Roller Hockey League (MTRHL) is a non-contact league. It is played 5 on 5 + goalies. A maximum total of 6 players from each team will be allowed 'in-play' at any point in time, resulting in a maximum of 12 players total on the rink while the clock is running. The only variation to this is rule MRH-04-005 below.

NHL rules will apply in addition to the rules of the Monroe Recreation Department and the MTRHL. Exceptions are noted below.


Rule changes for the Fall 2004 season:
  1. MRH-04-004: Bantam Clock Stopage: The clock will now stop in the last 2 minutes of the 3rd period when the score is within 2 goals.

  2. MRH-04-005: The Sr. Division will once again play 4 on 4 plus a goalie. All other rules are the same.



Rule changes for the Spring 2004 season:
  1. MRH-04-001: 8 goal mercy rule.

    When a team is leading by 8 goals, the game scoring is automatically completed. The win is credited to the team with the higher score. The teams will continue to play out the remainder of the game with no clock stopage. This includes time outs and penalties.

  2. MRH-04-002: Misconduct penalties given for numerous penalties in a game. See the penalties section below for more information.

  3. MRH-04-003: The bench's are strictly for the coach's, players and scorekeepers of that game.

    The bench's are strictly for the coach's, players and scorekeepers of that game. This area is OFF LIMITS to parents and players of other teams. It is a dangerous area due to the fact there is no protective glass in this area. The referee on duty will clear this area prior to the drop of the puck. If you are asked to leave a second time then the incident will be brought to the committee and suspension's handed out. In the past we have allowed the team parent to stay behind the players bench. The team parent will now be asked to leave the area as well after they have completed their duty. Again this is for your safety.


Rule changes for the Fall 2002 season:
  1. MRH-02-001: Roster players ONLY allowed to play during a game.

    The ONLY players that will be allowed to be 'in-play' are those on the team roster for the active game. A game will be declared a forfeit if any player that is 'in-play' during an official game is NOT on the roster. That team will automatically be assessed a loss for that game. The referee's will immediately inform the coaches of each team as to the infraction, inform the statician for that game to make note of the forfeit on the official score sheet and leave the rink until the next scheduled game. Each team may use the remaining time allocated to the game to conduct a practice on their HALF of the rink. A Scrimage will NOT be allowed to take place of the practice. This is for safety reasons.

  2. MRH-02-002: ALL teams will play 5 on 5 plus a goalie. The Sr. Conference will no longer play 4 on 4 plus a goalie.

  3. MRH-02-003: Play will be stopped in the Jr. & Sr. Conferences for Icing the puck. Icing the puck in the MTRHL is when a pass is made from BEHIND the Blue Line in the defensive zone and is NOT touched by any player before it crosses the goal line in the offensive zone. The play will NOT be deemed to have been 'iced' if it goes through ANY part of the goal crease in the offensive zone.

  4. MRH-02-004: The referee can negate an icing call if it is determined that the goaltender leaves the crease on a potential icing but intentionally does not play the puck (see NHL rule #65).


CODE OF CONDUCT

There have been a lot of stories in the news lately related to parent and player conduct at sporting events. Unfortunately, the news has not been positive. In order to NOT become the next news story, the following 'Code Of Conduct' rules are now being instituted into our official rules. They are as follows:
  • Abuse: The MTRHL will not tolerate the abuse of officials or players by spectators, players or coaches. This includes any abusive language, heckling, yelling or screaming at any of the above.

    Any player found to be guilty of abuse will be given an AUTOMATIC game misconduct and a suspension pending a committee hearing. If the abuse comes from a spectator, the player for whom the spectator is there to see will be given a game misconduct, asked to leave the rink for the remainder of the day and the spectator will be asked to leave the rink and not return for 1 day.

  • Damaging Of Property: Monroe Twp. invested a large amount of money into our program in 2001 to erect the roof and place glass above the dasher boards. We ask that everyone (players, spectators, coaches and officials) refrain from banging on, kicking or throwing things against the glass and boards. This only causes damage and will not be tolerated.

    Any player found to be guilty of abuse will be given an AUTOMATIC game misconduct and a suspension pending a committee hearing. If the abuse comes from a spectator, the player for whom the spectator is there to see will be given a game misconduct, asked to leave the rink for the remainder of the day and the spectator will be asked to leave the rink and not return for 1 day.

  • Area Cleanup: Each team is responsible for cleaning up their bench area after their game is finished. Any team found to leave their bench area dirty will be given an automatic bench minor for their next following game.


EQUIPMENT

The following equipment is REQUIRED to be worn in order for your child(ren) to participate:
  • Mouthpiece (goalies are an exception)
  • A helmet with a full cage or full visor
  • Hockey gloves
  • Hockey shin guards
  • Elbow pads
  • Roller skates (in-line or quads)
  • Hockey stick with wooden blade (shaft of stick may be wood, graphite, etc..., plastic sticks or blades are not allowed)
  • Hockey shoulder pads
  • Athletic cup (boys only)
Only league issued jerseys may be worn during games. This years jerseys were contributed by our sponsors this season. Therefore they are yours to keep. Jerseys should not and will not be allowed to be worn in school. We ask that the coaches encourage your players to write, phone or even visit your sponsor and thank them for their contribution.

If a stick is ruled unsafe by a referee it shall be removed from the game. A stick is unsafe when the blade is thin enough to fit through a hole in the cage on the helmet.

If at any time a player loses any part of his/her equipment other than his/her stick during the action, he/she must retrieve equipment immediately or go directly to the bench. A minor penalty can be assessed if play is continued without equipment.

PLAYING TIMES

Games will be played for 3 periods, each consisting of 15 minutes, running time. Games will start at their scheduled starting time. All teams are to be at the rink at least 15 minutes prior to starting time. Team's must have at least four skaters at game time or referee can declare a forfeit. Team's can play without a goalie.

In the event of bad weather, you will be notified the morning of games with status of the rink. As you know when the rink becomes wet it is impossible to play on.

Both teams shall meet at the end of each game and shake hands as a sign of sportsmanship. Any player who does NOT shake hands, or displays an unsportmanslike conduct at the end of the game WILL BE SUSPENDED FOR 1 GAME, NO EXCEPTIONS.

Play Stopage (whistle)
The referee's will blow the whistle to stop play for the following situations including but not limited to:
  • Period/Game time expired
  • Off sides
  • Puck out of play
  • Goal scored
  • Assess penalties
  • Icing of the puck (Automatic. A player is NOT required to touch the puck)
  • Injured player
  • Review of the rules
Time Stopage
The official clock will stop when a player is injured, goalie needs repairs or during penalties. During the last two minutes of the 3rd period, the clock will be on stop time when game is within two goals. This now includes the Bantam Division players (see rule MRH-04-004 above).




Regular Season Games
In the event of a tie after regulation, there will be a 5 minute sudden-death overtime in which the clock will run. If neither team scores, the game will end in a tie and both teams will be awarded 1 point each.

Playoff Games
In the event of a tie after regulation, the teams will play sudden-death, full period style of hockey. Normal game time rules will apply, and the clock will be set to running time except as noted in Time Stopage above. If neither team scores, the teams will play another sudden-death period. This will continue until the first team scores.

PENALTIES

Only players and coaches shall be allowed in the bench area. Any other persons on your bench could result in a bench minor. We will attempt to enclose the area for the players and coaches.

In addition to the above, absolutely NO ONE is permitted to stand behind the goal nets. The area behind the goal line constitutes 'Behind The Goal'. This area is to remain clear of any and all players and spectators at all times while a game is in progress.

Any abusive language or heckling from a teams bench at a referee, whether it be by a player, coach, or parent will result in a bench penalty or misconduct. If it continues a game misconduct can be assessed and the incident will be taken up with the committee. If a coach gets ejected a 5 minute major penalty will be assessed. A player on the rink at the time of the incident shall sit the penalty.

Fighting will not be tolerated. Anyone receiving a 5 minute fighting major will automatically be ejected and suspended indefinitely pending a committee hearing.

The minor penalty imposed on a player standing in the crease has been waived unless a referee feels player has interfered with the goaltender attempting to stop a shot.

Checking will result in a 2 minute minor penalty. If a referee feels that a player deliberately checked an opposing player, he can assess a 5 minute major for attempt to injure. Any major is a game misconduct.

MRH-04-002: Any player who amasses 3 minor penalties within a single game will automatically receive a 10 minute misconduct penalty. If, after serving his/her misconduct penalty, receives a 4th minor penalty, that player will automatically receive a game misconduct penalty. Any game misconduct penalty automatically results in a game suspension.

Any player reported to the committee for NOT wearing his/her helmet during practices and free time at the rink WILL BE SUSPENDED FOR 1 GAME, NO EXCEPTIONS. This suspension will be enforced EVEN if it means a forfeit for your team.

TIME OUTS

Each team will be allowed 1 time-out per game time.

MISCELLANEOUS ITEMS

Spectators should always pay attention to the action on the rink, as hockey pucks tend to leave the playing surface.

With the addition of the work bond now in place, we ask that ALL parents participate in helping to make our organization successful. We need volunteers to help keep the area clean, run the scoreboard, keep the scoring/penalty stats, etc...


IMPORTANT NOTICE

Lately, the have been issues with players entering the rink in between periods during a game to catch a few extra minutes of warming up. Effective Immediately, the ONLY people that are allowed on the rink during a game are the coaches and players for those games, the referees and the committee members (as well as any parent/guardian of an injured player). Entry to the rink is PROHIBITED by anyone NOT listed above.

Any player associated with the Monroe Twp Roller Hockey League MUST always be wearing a helmet upon entering the rink when playing hockey. This includes practices and free time at the rink. Any player reported to the committee for not abiding by this rule will be WILL BE SUSPENDED FOR 1 GAME, NO EXCEPTIONS. The Recreation center has the ability to see the rink from the desk.
